Utility Billing/ Customer Service Department

The City of Lockhart Utility Billing / Customer Service Department provides customer service/support. This is the location to apply for new service and disconnection of existing service. At City Hall, customers can pay bills, resolve questions, request meter rereads, and check account balances.

The City provides electric, water and sewer service, and a once a week garbage pick-up service. Electricity is purchased wholesale from LCRA.

We provide payment drop boxes accessible 24 hours a day, 7 days a week. One is located behind City Hall on W. Market Street, and the other is located on the building at W. San Antonio. You can also make a payment using the 24/7 toll-free 800 number: 855-340-0595. 

Utility Account Customers: Please remember that you can utilize the online Utility Account method to make a payment, view utility consumption history or to print your payment history. If you have questions about viewing your utility billing information on-line, please call Customer Service Department at  512-376-2475.

IMPORTANT UPDATE TO CREDIT CARD FEES 
The Lockhart City Council held a public meeting on May 5, 2026, and approved an adjustment to the card processing fee associated with payments made to the City of Lockhart for utility bills and other City services.
To facilitate card-based payments, the City maintains a merchant services agreement to process transactions. The current processing fee of 2.00% has remained unchanged since 2011. Beginning June 1, 2026, the processing fee associated with card-based payments made to the City of Lockhart will increase from 2.00% to 3.25%.

Card processing fees are comprised of several components, including interchange fees charged by card-issuing banks, card network assessment fees (such as Visa and Mastercard), and processor fees charged by the City’s payment vendor. The updated fee is intended to more closely align with the City’s actual cost of processing card-based transactions and function as a pass-through charge for customers utilizing card payment services. The fee is collected to offset processing costs associated with card-based transactions and does not generate additional revenue for the City.

Cash, check, money order, and bank drafts will continue to be accepted without a processing fee. Customers may enroll in bank draft payments in person at City Hall, or by filling out the Bank Draft Authorization form found on the City’s website https://www.lockhart-tx.org/page/downloads and emailing it to customerservice@lockhart-tx.org

We understand that any increase in fees may be challenging. Our goal is to continue providing convenient payment options while managing the costs associated with card-based payment processing in a fair and fiscally responsible manner.

Experiencing an outage?

If you experience an electric or water outage, call Public Works at 512-398-6452.

If you experience a utility outage outside of regular business hours, please call 512-398-4401 for assistance. Our staff is available after hours to help restore service as quickly as possible.

Good Neighbor Utility Program Contribution Fund

 

The City of Lockhart is a sponsor of the Good Utility Neighbor Contribution Program Fund, a program to assist eligible customers who are having difficulty paying their utility bill. Voluntary contributions from customers like you fund this program. This program is administered by Community Action, Inc., of Central Texas on the City’s behalf, Community Action establishes eligibility requirements to receive assistance.

Donors can make one-time donations or pledge a reoccurring monthly donation. To donate, please complete and return the donation form by mail to the City of Lockhart Utility Customer Services Department at PO Box 239, Lockhart, Texas 78644, or in person at City Hall, 308 W. San Antonio Street, Lockhart, Texas.

"At-the-Door" Garbage Collection

The City of Lockhart also provides "At-the-Door" valet garbage collection to our disabled customers at no additional charge. 

 

How it works:

  • The garbage cart must be placed within 75 feet of the street and can't be enclosed in any manner.
  • On collection day, Central Texas Refuse will take the garbage cart to the street, remove the garbage, and then return the cart to its original location. 

 

If you're eligible for this service, you'll have to provide acceptable proof of disability. You may pick up an application form from the Utilities Department or CALL: (512) 376-2475. That application is also available online: "At-the-Door" Garbage Collection Application Form.  Print it out, fill it up, and submit it with supporting documents (i.e. a doctor's note) at Lockhart City Hall (308 W. San Antonio St.) or FAX: 512-398-4196.
